removing unwanted files

Is there a way to remove a file ,such as a downloaded file that cant be viewed and I would like to delete it.
But when I try ,it says that I cant because,it is being used by another person,or program.
When I shut down the program that I downloaded from,I still cannot delete it,and get the same message
Plus,on the p2p program,nobody is uploading it...
thanks for any help on this.

Phred,

In addition to Bob's good information above, normally rebooting into "Safe Mode" will allow you to delete the file manually. If that doesn't work, you should be able to "dump" it by using the MoveOnBoot program from the link below:

http://www.webattack.com/get/moveonboot.html

But remember, you've been warned about P2P programs. It's your choice but you're wading into "shark infested waters".
