removal for infected laptop

hello friends

my laptop Compact Presario 3000 with Windows XP has been infected with some kind to malware. in the tray icon there a "Red Ballon" got actived with every boot/reboot. it says your windows needs to be updated, further to update it leads to www.go.microsoft.com/..... . more it has disabbled Norton Anti Virus. there are no other simptoms like shut down etc..
i haved many software like SpyBot S&D, AVG, etc... but no use
is there any way to get this ballon out

Fix run in normal mode
