Reinstalling Vista Premium

I am having all kinds of problems: Programs will not un-install completely, cannot create a recovery disk, backups do back up but then I keep getting a notice that the same file is ready to be backedup, etc. Explorer defalts, keyboard defalts, mouse defalts...
My question is, I have files (quicken accounts), pictures, documents, do I need to back all of these up prior to rebuilding the OS? All of these files are on drive C, and the OS is on the partion, drive D.

Restoring Vista Premium

Well, I backed every thing up, then copied my personal files to a second disk just to be sure I had everything. Done that.
Tired to do a restore using factory disk and the system ask "Insert supplemental Disk"? at this point, it said I had the wrong disk, and would not progress beyond that point. Did a recover instead...still need to do a restore.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
