Now that you have solved your problem I am not sure why you are asking about uninstalling OE through the Add/Remove Components option of Add/Remove Programs. But perhaps others here will let you know if they have used that method to solve problems or not.

I now have the Outlook Express sending mail all OK
Found the problem in = Outlook Express = Tools = Accounts = Mail = Properties = Advanced = that the =Port 110, Secure [SSL] = was not ticked
