1.) Such utilities are almost always downloads...I have yet to find a decent online version.
2.) Scanning your registry doesn't directly correlate to running processes.
3.) Only you can identify which processes/services ultimately can/should be stopped since only you know what functionality you actually use/want. There are, however, charts that explain what each process/service does so you can make the decision. See Task List and Services Guide
