Reduce file size

I am using XP SP2 it seems that since I installed SP2 I have lost the ability to resize pictures when e-mailing, after selecting pictures and then selecting e-mail this file it no longer goes to the option reduce file size it goes right to Outlook 2002 and loads the .jpg full size in Attach.
any advice, please advise

Bob,
This must have been an "add-on" program you installed which enabled you to reduce the size of jpeg files. Far as I know its not standard with winxp or outlook. if it is i would like to know how to do it as well!!.
and if you find out what plug-in does it i would like to know also.

A google.com of FIX XP PICTUE RESIZE finds the answer in the second hit. Which is...

Start>Run and type REGSVR32 SHIMGVW.DLL

Bob.Thanks a million followed your advice it worked I now have the box back asking me if I want to reduce the size of my picture.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
