In 1993, three New Jersey townships -- Upper Pittsgrove, Alloway and Quinton -- contracted (under protest) to hire and train elevator inspectors, even though there are no elevators in any of the three municipalities. The New Jersey Department of Community Affairs ordered all of the state's 567 towns to provide an elevator inspection service, even for municipalities without elevators. "Otherwise," a spokesman said, "the Uniform Construction Code would no longer be uniform." Sheesh!
