Recycle bin does not work...

I recently installed a new copy of WinXP on my Compaq Presario 2100 laptop. I did this on the same partition as the last os and I think that might have something to do with my problem. My problem is this: when I try to delete something, it doesn't offer to go to the recycle bin, it just deletes. I opened up the properties of the recycle bin and it IS SET TO SEND TO RECYCLE BIN but it won't for some reason. This is really bugging me as I am proned to deleting something and going back to get it.

Does anyone know how to fix this??
