Recycle Bin

When I right click on my recycle bin icon, the "empty recycle bin" is grayed out. When I open the full menu, it is still grayed out. The only way I can empty the recycle bin is with a third-party program. What is going on and what should I be doing about it? Thanks in advance!

Sorry...forgot to add important info! I am running a HP Pavilion with Windows Vista Home Premium 64bit.

This may help:

Right click on the desktop. Click Personalize.
Left side under Tasks, click on Change dsktop icons.
Make sure Recycle Bin has a check mark.
