You can't, it's as simple as that. You may as well just delete that partition and merge it back into the main one. Windows is deliberately designed to thwart exactly this kind of operation as an anti-piracy measure. Feel free to disagree with it all you like, think it's stupid, whatever, at the end of the day you still have to contend with it. It's been this way since Windows 95, so why it is still a shock to people even today I don't know.
When you reinstall Windows that means you have to reinstall all programs as well. The only real exceptions would be portable apps and metro/modern/whatever apps if you were using Windows 8 and did a refresh install.
And just before we get a few sanctimonious Linux types... Linux is the same way, unless you statically link a program at compile time. Otherwise, trying to manually register the shared libraries and set up all the symlinks different programs are looking for will be as much, if not more, effort than the equivalent process on Windows. Mac OS X wins the crown on this one, since most programs are self-contained. DOS was like this, but then with Windows Microsoft started moving away from it and so has *nix, not counting OS X. This isn't a commentary on whether or not there are good technical reasons for doing it like Windows and *nix, so please try to avoid reading between selected lines and filling in the gaps with equal parts fantasy and paranoia.
I reinstalled windows 7 64 bit on my computer. The reinstall was successful, but my program files are not in my hard drive (C). They are in a newly created drive (E). I do not know how to move these files from the E partition to the C hard drive. It appears all of my files and programs are intact in the E drive, but I need to get these to the C hard drive to use them, and to add/upgrade any of those programs. The E partition shows to be about 99% full. How do I move the partition (E), or the programs and files in the E partition, to my computer hard drive (C)? I have read many conflicting solutions to this problem. I need to make sure I am doing the correct thing so I don't lose, delete, or corrupt these program files. I appreciate any assistance.
