Recommendation on a budget camcorder?

I'm looking for a good budget camcorder to be used with a chroma key backdrop (with lighting available of course to light up the talent). However I'm wanting to use this digital camcorder to record my talent in front of a chroma key screen and edit it in my Motion 2 software.

Suggestions?

Plus what do you also prefer for recording the talents voice in full sound without relying on the camcorders mic. (Low budget of course).

budget means. I think my mics cost about $100 apiece (MXL DRK). Is that low budget?

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
