Recently I did a complete restoration using the Manufacturers Disks. At present most programs have been re-installed and working fairly well. Safe mode is on. Although Videos (like on UTube) will stall out after a few seconds. The biggest problem is with downloading. Here is the info on my computer:

I have Internet Explorer 8 but when I use it to try to download something the response is I.E. cannot display this page. After much experimenting I managed to download the portable version of Firefox. The regular version would not download at all. With this portable version I go to CNet downloads. What ever I try to download I can get to the point of the run or save window. The download looks like it begins but stalls out at anywhere from 5% to 90%. Can anyone give me any insight into what the problem might be and how it could be corrected?
Help, my PC with Windows 10 won't shut down properly
Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
