Well someone did didn't they? But it was rejected by those supposely with the training and wisdom to evaluate the risk possibility. In hindsight, a terrible mistake, but then it's easy to be right in hindsight.
I've said before, the public would not have accepted the warning, and would have howled at the 'inconvenience' of additional security measures.
