between the US, and Europe, or China and the Far East, I'd think that the vaccine currently being used isn't sufficiently effective. Suck it up FDA, and approve the vaccine.
SARS hit Toronto about 10 years ago because China refused to acknowledge that a particular strain of flu was as prevalent as it was or as severe as it was, and returning visitors to Beijing brought it back with them. It killed a number of people in Toronto, including medical staff who contracted it, despite observing isolation protocols once the infection was recognized as severe as it was.

Outbreak
Part of the problem if they decide to offer it is getting government approval immediately for this outbreak.
