Random Laptop Weirdness? Please Help!

My laptop can easily run any game/program on maximm settings, however, only in my house. Once I leave my house, if I am in school, at a airport, in starbucks or whatever, things that usually consume 0-1% of my RAM or CPU suddenly consume about 5-10%. I have no idea what is happening, I can't even run stupid games at more than 50 fps...

That could be normal on battery power.

Just as an example, launching a google chrome page uses up to 100% of my CPU and then lowers down to about 12-13%. Running a game uses up about 60% of my RAM and I barely can play. Wi-fi or internet in general is not an issue. The actual computer is slow, not the internet.

My laptop is the Razer Blade Pro 2014, specs are as follows:
