I believe that Rafe was referring to the Manned Maneuvering Unit (MMU):

Which is not used on a regular basis...actually, I think it has, as of yet, been just a one time experiment.

There is, however, the Simplified Aid for EVA Rescue (SAFER) system that is integrated for every astronaut using NASA EVA suits:

It's a "just in case" thing - the astronauts are still to be tethered at all time. However...I think someone is going to make a "go-go-gadget-arm" and/or spider-web shooter and/or Indiana Jones like whip.
