Quit/restart menu after short break of inactivity

For several weeks the Quit/restart menu appears after a short periode of inactivity on my Mac. The solution to get rid of this menu is (trying) to quit all the active programs or sometimes even to quit all programs and restart. This is very incovenient. Someone any idea what the problem might be? Thanx John
