I don't really understand the first part, "Right click the shortcut icon for IE next to the Start button, choose Properties, change it from 'normal' to 'maximized'. Now open it."

Oh, thanks Frank, I kept going to Internet Properties. It works now!
You can make a new shortcut on the desktop. Browse to IE which (in XP) is under Program Files/Internet Explorer/Iexplore. Name the shortcut as you wish and now you can right click to properties and tell it to open maximized. You can dump the other icon or leave it as it has other right click functions.
