Question for Guru Bob...

Hi Bob. I need your help. About a year ago, I vaguely remember coming across either an article or forum post somewhere that said that some Toshiba laptops shipped with dual core processors have one of the two cores "turned off" by default from the factory.

Does this sound familiar, or even possible?

It was never an issue since the unit was sold as a single core. There are some that will make an issue out of it. Or those that will make the mistake of seeing the HT (see hyperthreading on google) and then discovering it is truly a single core. A small one hour class on CPU architecture follows.
