It would sure help us if we new the operating system service pack that you are already running? XP, yes, but which service pack do have currently? What is the make and model of the computer? Laptop or desktop? If you haven't already, just to make sure you don't have a malware problem, run a scan with the free Malwarebytes Program. Delete anything it finds.

Also, the Q817287 update is extremely old and you shouldn't need it. Are the "Cryptographic Service" and "Remote Procedure Call" Service running?

Click on Start-Run, type: services.msc , then click on OK. When the "Services" window loads, scroll to the "Cryptographic Services" line, then double click on it.. If "Service Status" line says that it's "Started", and that it's "Automatic", then it's running. If it doesn't say such, make it so.. Change the "Startup Type" to "Automatic" and press the "Start" button to load the service..

Next, scroll down to the "Remote Procedure Call(RPC)" service and perform the same steps to make sure it's "Started" and "Automatic".
