Purchase of 400+ Straight Talk phones - Unable to activate

I am really really needing some help here. I own a local phone store and we buy liquidated phones from various sources. I have no issues with activating phones from any carrier, BESIDES Straight Talk. I have 400+ phones from them that were customer returns. This means they were purchased at Walmart, then returned to the store for various reasons. When I go to sell them my customers are unable to activate them because the status of each phone is that it is still "in the store and not scanned at the register" Someone please give me advice or help with some kind of way to unlock these for use with At&t or other compatible carriers.
