How else to put this as US appears to not be responding with all they can?

What's a few more million in the continental USA?

I get the feeling Trump didn't know Puerto Rico was part of the USA from his first tweets.

-> This may be the first mass migration for the USA over environmental disasters.

Which explains all the Marshallese islanders in Arkansas.
I thought there were other migrations, but not on the scale that can come from PR. Dust bowl in the depression and Blacks moving north, post-WWII. (And that, my son, is how Chicago got the blues.)

Spanish-American wars. Either that, or the emphasis was placed more on certain battles or on Teddy and the "Rough Riders". Or maybe it was a chapter that was too close to summer vacation and no one really cared. For some reason, when I think of Puerto Rico, I think of West Side Story. That's about the extent of my knowledge of the island country.

If they only had a way to get to the continental USA.....

the ships that bring containers to Puerto Rico could bring back "immigrants"?

Where would TheRUMP stand on this solution?

It would get THEM off that "island in the BIG ocean...VERY BIG ocean" that is so difficult/impossible to reach.

But then which "state" would accept/want them?

Perhaps Mar-a Lago?
