how do you open a file ext .ptl

There seems to be various types of this sort of file ranging from Corel Pain Shop Pro to Python Template Language File, to an IBM Rational Rose Petal File.

Choose the right program from the list http://filext.com/file-extension/PTL and it should work.
As far as I know, python is free. The other programs aren't. An alternative would be to contact the person who made it for you and ask if he can send the same information in a format one of the programs you already have can open.
