Protecting email filter in OE

Windows XP pro-SP2, the three musketeers (Adaware, Spybot SD, Spywareblaster), NAV and AVG.

I have 3 user accounts (1 Administrator, 1 User with admin level and 1 Limited user account)

I (Administrator) just created an email filter (based on BlackViper article), Rules and Blacklist For the limited user account.

Question:
How can I protect that email filter/rules/blacklist from being delete/modify by the user in limited user account..
