No. But something close. Look at iTunes and Zune and how they implemented DRM. If you ask me what is DRM then beware I will tell you where to search that out.
Both file types do not implement DRM so the basic reply is no. But there are examples of DRM for each type of content in those file types. Research those and be prepared to spend millions like Apple and Microsoft have. Hope its worth it.
