Proscan PS61700 Picture Problem

I have a ProScan PS61700 TV that doesn't display the picture. When the TV is turned on the picture is not displayed but you can hear the volume. When you increase or decrease the volume on the TV the volume bar appears. As well, when you press mute the close captioning appears on the screen. Have tried several different inputs and all are exhibiting the same behavior.

Any ideas what the problem might be?
