Use MSCONFIG (Startup tab) or download Starter program to see if you can find (and disable) it in the list of programs running at startup.

That can happen if you also have a "Program Files" directory on the same partition.

To see if this is your problem temporarily rename your E:\PROGRAMS to E:\PROG1 then reboot. If it doesn't show up you have found the problem and know the solution--some paths may have to be adjusted in the registry.

Frankie had similar problem, but on C Drive.

I had installed some softwares on a new folder:

PROGRAM

instead of Program Files, thinking that I won't have
to worry about LFNs (Long File Names) and it
will be easier to restore the folder and it's sub-folders
(all named with 8 digits, instead of what was
offered by the software installation) from
DOS mode, by simple Copy command

Win 98 / SE (but not the Win 95) thinks that
any thing starting with: Program is it's baby,
so will try to load the folder.

But, Frankie is smarter than all the dummies
working at Microsoft. The solution was:

Use the folder name, after the 'P' alphabet.

Have been using the name: Queen
=====

and don't have this problem.

If that was the case with you (that is, you have
created a folder: Program at any Drive), then
above solution can solve the problem. If the folder
contains only 'Saved Files', and not any software
installation, then simple Re-Naming will be
enough.

If the problem is resolved, don't forget to write a
thank you note to Frankie.

Hmmm ... I have two files (Programs & Program Shortcuts) on my hard drive without any problems of W98SE thinking it owns them.

Mr. Charley O' :

The problem listed by the member, happens only if you have the folders at the Root of a Hard Disk.

You mentioned that you have files, named

Programs and Programs Shortcuts

So, your situation is not comparable to the
member's problem

1. The article, "How to Perform Clean-Boot Troubleshooting for Windows 98 (Q192926)," discusses and outlines troubleshooting tips for startup situations concerning the Win.ini file and the system registry.

a. Check the WIN.INI file for the presence of an orphan blank space on either of the two lines Load= and/or Run=. If they appear blank, simply delete them and save the file.

b. In the system registry concerning the Run lines discussed in this article, you're looking for an invalid/stray String value containing only a single quote character ("") entry in the Run addresses, and if found, delete.

2. The article [Q228502] explains that when the computer is started normally or in safe mode, Windows Explorer may start and display either the contents of the root folder or the Windows folder and can occur if using Internet Explorer version 5.0 and the DesktopProcess key has been set in the system registry, which should be removed.

3. P.S. Please do not type questions in all capitals. They are hard to read, and forum etiquette's are that either all capitals means emphasis or "your shouting". Thanks.
