Programme download sites

Why do programme download sites like CNet use the bizzare method of downloading an installer instead of the full programme, there appears to be absolutely no advantage, only negatives?

I used to download the programme, click the file and install it. Now it's (supposed to be) download a dumb little installer, click it, download the fille and install. A pointless extra step.

If CNet only holds the latest version then dowloading the full file in the first hit is clearly the best way to go.

In my experience, especially with CNet, I download this dumb little installer, click it and it tells me the location is not available, so much so that I can no longer use CNet at all and have to search for a full download site elsewhere.

Add to this, the obvious, not all PC's are connected to the internet. I have two used for movie screening only so, how do I update those?

The concept is bizzare and pointless.
