Program for managing schedules for a few branches

I need help asap.
A little business with 10 branches need a program to schedule lessons.
It should work by branches . Database searches by branch , inside by teachers or by students .
If its possible that it'd give only 1 user the privilege to add students and teachers to the branches , and other users ( by branches ) to manage the schedules to the teachers .
It would be nice if theres an option to search for students by phone numbers , names etc.

The idea is managing teachers schedules in 10 branches.
Each branch should be able just to edit the schedules.
The admin account should.be able to add new students and teachers and see the schedules of all.

Of course not looking for a freeware , but a good schedule managment software for this if needed. Thank you in advance and sorry for the broken English .
