Hello,
I was uninstalling some programs by using programs and features from the control panel, then the programs and features look changed. It does not list all the programs I had installed anymore. it lists maybe 2 or 3 and the rest seem to be Office updates or other things. I used to see a list of 15-20 programs I had installed but they are gone now. I played with the View Options but nothing works, also out of the ones visible, none of them give me the option to Change/Remove or anythign when I highlight them. Please help me.

I read that other thread but they did not solve the problem, he just suggested to run Disk Clean up and back up your registry file just in case.
Any other suggestions?

In that thread I suggested looking for the programs' uninstallers located in C:\Program Files, which is the workaround. I also noted that the likely cause is the corruption/deletion of various registry entries, asking if a registry cleaner had been used and looked at Disk Cleanup as a potential cause. A System Restore may reverse the effects, but most likely you'll have to go to plan B...finding the uninstaller yourself.

Yeah I guess I can look around for the uninstallers but it is so incontinent to have the add/remove programs or however it is called on vista being useless. I never used a registry cleaner, If I use one now, can I maybe fix this problem?

Registry cleaners only delete registry entries, which is likely what caused this problem in the first place. You need to be able to restore the registry entries, something that's only possible if you backed up the registry prior to the problem occurring.
