Processor underclocked?

I have a Dell studio 1737 that came with windows vista but i upgraded it to windows 10 recently about a few months.
I haven't used it for a long while but i started back.
It works fine except that i have noticed that the processor speed refuses to cross 1.2 Ghz although i tried my best to ramp it up.
I put it in high performance mode and it still wouldnt cross.
Is it set to that speed somehow?
The max speed is 2.0Ghz and it is a Pentium(R) Dual core T4200.
Can someone explain why. It hinders performance.

But in CPUs with variable clock rates, testing continues to cause posts like this.

I don't really know much about drivers, bios and such.
My mom gave me the laptop (i'm 16) and was just wondering why the cpu wouldn't cross the 1.2ghz and how i could get it to.

So i had no programs open and i decided to check the speed.
It went over.
I really don't understand why it would do me that.
