processor clock cycle eaten up, WHY????

I have a COMPAQ Presario v6700 laptop with Core2Due processor 1.8GHz, 2GB RAM, and Windows Vista Ultimate SP1.

My problem is all the time I see the processor cycles gage is full for nothing, I tried to look for any frenzy process that eats all processor

clock cycles like this, but I failed or by other means I couldn't reach it.

Could you tell if there's any workaround or solution to figure this out.

Any toxic combos?

I'm encountering this when we see overlapping protection software. Spybot's Teatimer seems to be a recurring hit. I think it's a widespread problem as people have panicked over "getting protected" and load it up.

Tell what protection softwares you installed.

I installed "Virpe Antivirus and Antispyware" that's my protection software, but I think the problem isn't in the protection software.

Is there any tool that could report the processes or threads that using the clock cycles of CPU??

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
