Windows 10 has some repair systems you can try but no OS so the usual is malware or other OS damage then hardware issues like a failing HDD.
The killer issue is safe mode fails. Part of what you write does sound like what I see with HDD failures.
As everyone understands backups are not optional you can try the factory reset. If the hardware is good, it will work again.
-> There is another way in on some machines. Use the backup spare admin account. Worth a try but unlikely due to the safe mode failure.

I'm having a problem with my laptop.
Since a few days ago whenever I put the password and enter the desktop shows no icons. Additionally, when I click the start menu nothing happens: the mouse arrow just starts spinning and then it goes back to being an arrow.
I tried to bring the task manager but I also does not appear. I also tried to enter in safe mode pressing shift and the click on shutdown, but when I do that the only option appearing is to shutdown the computer.
When I try to shut it down it says that the task host window is stopping background tasks and I need for force the shutdown.
Can anyone help trying to figure it out what is going on with my laptop please?
