Problems with Windows Vista Systems reading files on cdr's

Both my Windows Vista systems won't let me view files on non protected cdr with data files. Most cases, the files are Program launcher, and wordpad with key code. Even though they are cd-rs windows prompts to format. If you click format then sometime it says files are write protected, and then I can view them. But sometimes it then won't recognize any files even though viewing from MY COMPUTER it shows data on the cdr. It is very frustrating and I haven't been able to find any info on google.
Both Systems Windows Vista Home Premium
1. Gateway Core 2 Quad 2.4GHZ 4 GB Mem NVIDIA 8600 gt
2. hp dv6704nr notebook 1.9ghz AMD Athalon 64 X2
2 GB Mem Nvidia go7150m

Make these SINGLE SESSION on the CDR and "CLOSE THE SESSION".
