problems with scrolling options on mountain lion

I'm using Mountain Lion on my Macbook Pro and lately I've noticed that I'm not able to use some of the scrolling/swiping options. I've clicked on the options that I want to use in System Preferences, but I'm unable to swipe between pages, or to use the smart zoom, or the "look up" option. I've restarted the computer and made sure everything on the trackpad was enabled.

It's driving me crazy. Any ideas on what I could try or what might be causing it?
