Problems with my computer after reformat

Hi there my name is Chris Hanssen and I really need your help. I have a Pentium 3 966mHz processor with 512mb of RAM and Service Pack 2. I have 2 hard drives.

Here is the problem. On October 26, 2012 around 1:00 to 2:00 PM the weather was sunny with no wind at all to pop a transformer outside my apartment building. I never had any problems with leaving my computer on during storms and I had my computer on during Hurricane Irene last year here in Maryland. My computer never fries during a storm till the transformer blew outside, when it was sunny outside.

This was 3 to 4 days from when Hurricane Sandy hit the eastren seaboard states. I didn't have the computer on because here was the problem. After the transformer blew it popped my computer. After it turned back on it turns on ok but I could not access my programs.

So I could not get any help with me backing up my files and I didn't have a computer for 18 days I reformatted my hard drive. I did back up some stuff but I lost over 30gigs of pics and 20gigs of videos. After I reformatted my C-Drive. I don't know what I did wrong after I reformatted my system I can go to do my Windows Updates and I'm getting this:

Let me start to remark that it was your own choice to lose that pics and video's. There are very good ways to save them, even if Windows doesn't work any more. But you have to do that before reformatting.

After reformatting a disk, nothing works, because there's no Windows on it. It's empty. So you must have done more than reformatting. Please tell more about what you did and how you did it. Maybe you did it wrong, maybe you did it well, but incomplete. Since you don't tell, it's impossible to say.

Two other questions:
1. SP2 of what (Windows ME, 2000, XP, Vista, 7)?
2. Does Internet Explorer work to browse any site other than Windows update (windowsupdate.microsoft.com) or does it work for no site at all?

Windows XP Pro is my Operating System. Internet Explorer works fine, but I use Opera Web Browser.

To visit Windows update use Tools>Windows Update in Internet Explorer. Don't use Opera.
And did you already install IE8, or are you still running the version of IE that is on your install disk? In that case, install IE8 first.

1. Open Internet Explorer 32 bit (only!) to http://support.microsoft.com/kb/910336 [ignore the title, etc.], dismiss the automated troubleshooter pop-up then run Fix It 50202 in DEFAULT and then AGGRESSIVE modes.

[Ignore any " Not recommended " warnings, etc.]

2. Reboot & test.

Running the Fix It in AGGRESSIVE mode will delete your Update History but NOT the list of installed updates in Add/Remove Programs.
