Download and use "IEFix" - a general purpose fix for Internet Explorer (Win 98/ME/2000/XP):
a. Registers Urlmon.dll, Mshtml.dll, Actxprxy.dll, Oleaut32.dll, Shell32.dll, Shdocvw.dll, [Q281679].
b. Refreshes Internet Explorer using IE.INF method. Note:

Hi,
My nephew has a computer running Win XP Home edition. It was working just fine up to around 3 weeks ago when there was a pretty big lightning storm in the area.
For some reason, he is now barely able to get online. His IE only loads parts of pages, and very slowly if at all. We have checked with Dell and his Cable provider, and it appears that the computer is definitely receiving a strong signal through the ethernet card. When we ping yahoo.com, it generally works fine with 4 of 4 or at least 3 of 4 packets being sent and received.
I also ran AVG virus scan, Spybot Search and Destroy etc. The only thing we can't seem to get rid of is some instances of "DSO Exploit". Apparently, running windows update might solve that, but the computer can't pick up the internet fast enough for it to download any updates.
I'm generally pretty good with computers, but this has me a bit stumped. Do you think we need to reinstall Windows XP completely, and then the ethernet card will communicate properly with IE. Or... is it possible that DSO exploit or something else has screwed up his browser's performance. Finally... is it possible that his ethernet card or something else got damaged in the storm causing the problem. Thank you very much for any assistance in how we should proceed from here!
