I thought it would show up more noticeably on that video ( but it did not )
Basically when I turn at a high rate of speed the game will freeze for a tiny second. I've replaced ALL components in the PC, and have done fresh installs of windows a number of times, at this point i'm assuming it's a setting or SOMETHING I have no idea lol i'm at a loss.
Changing to SSD as well as more ram helps here.
You have the usual setup with the OS on SSD is my bet with games on the HDD. Let's see your Web Speccy report so I can see the machine's health as well.

As to the fresh install of Windows, it's always followed up with drivers from the makers for motherboard, audio, video and such. NEVER use the Microsoft Update Driver button unless there is no other option.
While the 1080 should be fine with a pair of 1080 displays, test with one while you work this out.
s is on the 500gb 850 evo along with the games, i havent needed to use the hdd yet.

I have tried using one monitor and get the same result, but for future testing will use only one
1. Look at SMART value 01. It's an very big number. That could be it.
07 isn't good either.
It only has 238 MB in use, maybe you can power off, unplug the cables to that drive and test again?
2. The GPU at 60C looks overly warm for what's going on. Try it with the case cover off for max cooling for now.
