What's missing in your post is a lot of information.
1. Did it ever work?
2. How about an overview of the machine?
3. Does the Windows 2000 have all it's patches?
No one really can support anything but the latest SP4 + all the latest. Sorry, I wish I could, but I've learned this lesson and must not waste your time if you decide to stick with SP2 or such. Again, my apology if that sounds harsh, but my experience is that without latest OS patches, you see far too many other issues.
4. Does it get further with the case cover off?
Hint: this indicates heat sensitivity issues.
5. Without a machine inventory, I can't tell if the OS is installed proper. Some only learn from others that motherboard and other drivers are only installed by us and not with any Microsoft button or Windows Update.
6. What EXACT VERSION of NERO are you using?
Hint: Get the update from them.
7. If this is a new setup, imagine the owners that find out they get to update the FLASH memory in the CDRW drive! They do scream that it's new and you should have to do that. I wish this was always true. Is the FLASH FIRMWARE in your drive uptodate?

I've been trying to burn CDs and I can't get it to work. I have a Memorex 52x24x52 CD-RW drive, and when I attempt to burn an audio CD my Nero Burning ROM software freezes up after about 4% of the burning process is done. I used 48x CD-R discs and reduced the burning speed of Nero to compensate and it does the same thing. I downloaded another audio CD burning program and it does the same thing, freezes up right after the burning process begins. When this occurs, I can hear the Memorex drive speeding up and slowing down, over and over again. Also, the light on the outside of the drive doesn't light up at all. Then if I try to cancel the burning process, the Memorex drive will not stop running, will not open by pushing the eject button, and I cannot even access any of the drives under My Computer on the desktop to eject the CD-RW drive that way either. However, the drive works fine if it is just used as a CD-ROM drive! I am using Windows 2000. I tried removing and reinstalling both the drive (several times) and the Nero program, plus it doesn't work with the other burning program either. Have any ideas what it could be?
