Problems after "Cleaning Up" computer

My computer was running short on disk space so I removed a lot of programs I was no longer using. I also am using selctive start up and modified that a little. Now my internet will not work. My dial up makes a connection and receive and send signals, Internet explorer opens and cannot display a page. I thougth maybe it was a problem with the Browser but my instant messengers (AOL, Yahoo & MSN)will not connect either. Does anyone have an idea what I have done??? I have also tried another dial up (compuserve) and it acts the same.

Below is a link with a possible solution. Read the page and the lspfix.txt file at the bottom of the page then download the LSPFix.exe onto a floppy disk and transfer the floppy to the messed up computer and run the program.
