Problem with Windows loading properly...and more :/

OK...here goes...

So the other day I was casually using my computer as normal and decided to turn it off while I went to the store...nothing unusual here. I got back about 1 hour later and turned on the computer, but to my surprise, the computer stopped at the black screen with the blinking underscore (the one right before the booting of windows is supposed to occur). So basically the Bios comes up when the computer starts up, everything is recognized fine (including the hard drive, dvd roms, and diskette drive)...but after that it just goes to the black screen with the blinking cursor and nothing LOADS. no disks, no cds, no windows. Safe mode is not an option here seeing as how I never make it that far. So I've tried ALOT of things to get this working but to no avail.. They are listed below...

1. I have tried resetting the CMOS and didn't work
2. I have tried taking the RAM out and placing it in different slots
3. I have confirmed that it CANNOT be the bios batteries fault because the CMOS info is saved when the computer is restarted...but I have tried taking the battery out and putting it back again...nothing.
4. I have tried booting up with the most minimal things plugged into it (video card and thats all!)
5. I have tried making the cmos info into the Fail/Safe option

Among other things. But heres the weird part...I tried changing some of the options under PCI/PnP options and listen to this... When I turn the IRQ (2, 4, 7, 11, etc.) to reserved instead of PCI device, Windows will actually load. The computer is veryyyy slow at this point and nothing of my pci devices show up (obviously) not ethernet, not sound, not usb. The only thing I can pretty much get to work is the video card which is AGP. Again, windows will boot up but is very slow and nothing works (internet and stuff wise). So what's the dealio here? Any help would be hot...

Whoops...here's my system info

Intel Pentium 4 processor (3.06 GHz)
1024 MB RAM (Dual Channeled)
80 GB Hard drive memory
Windows XP Home Edition

Again...everything was going fine until this crap suddenly happened. And for the record....I didn't load or download anything new to make this occur before I turned it off the last time it was functioning properly.

I've tried all of the things you mentioned and the hard drive seems to be fine. The check disk ran fine and disk diagnostic as well. But the same problem is occuring. It won't boot unless all of the IRQs are set to reserved...and even then the internet and stuff won't recognize.

Check disk by booting from CD?

If so then something has corrupted the install of XP or how it access the drivers.

In Safe Mode uninstall all PCI devices, re-boot to re-set BIOS. Boot again to Safe Mode, re-install drivers and scan system for pests.

..and Bill makes a good suggestion above.. AFter uninstalling all the PCI devices in Safe Mode, I would open the case and physically remove, then reseat each of the PCI devices to make sure a bad connection isn't causing the issue.

Still, If the above doesn't correct th issue, I'm thinking a format and reinstall is in order, that is, if the hard drive truly is working correctly.

I'm on my way home to try the PCI removal technique right away. First, I was using a program called DBAN boot and nuke to wipe my hard drive but now when I go into try to boot up the diskette (again, when all of the IRQs are set to reserved) it fails to boot up the disk. Another thing thats weird is the fact that my ethernet, usb, and sound are no longer recognized to my knowledge. And they are "on-board" components of my motherboard. It keeps telling me "new hardware found: pci modem device" only....the only internet port I have is built into the motherboard. Anyway..I will report once I've tried the PCI removal. Thanks again.

With the modem error listing, you might need to remove the PCI modem entirely.. It could be shorting the whole system.

I am a friend of brentli's. We have been working on this computer for about 9 days so far. I am relaying this message from brentli due to him having no internet at the moment. The pci modem that is being detected is not in the computer at all. What he has is a built in ether port on the motherboard. Besides this fact, the internet is not of the most concern at the moment. The computer will not reach a point of functionallity yet to even attempt the internet. So any more suggestions would be much appreciated...

Correct. Unless the "onboard" audio, ethernet, usb, etc. is considered pci too, I DO NOT have a pci modem plugged in.

I just tried deleting the pci devices and rebooting. I then used the XP cd to "repair" my current install of Windows. Yeah....that didn't work either (at school's pc now :S). One thing I have noticed is that when I plug the ethernet cord into the ethernet slot no green light appears which tells me it doesn't have power going to it? I suppose a short like this could ultimately cause all of these problems with the IRQ settings (having to set them to reserved instead of pci device). At this point I'm just guessing...I've tried about everything there is to try.

Some other "new hardware found" messages include multimedia device and..recently I've also been seeing a video device as well.

One other thing...I'm sure that all of the little covers are on all of the correct prongs for the power on the motherboard.

'PCI Modem' Is For Dial-up...

It's probably not referring to an ethernet NIC. Dial-up modems, whether they're being used or not can frequently cause such issues, simply by being plugged into the PCI slot.. IF there is a PCI dial-up modem, uninstall it in Device Manager, shut down the machine, then remove the modem from the PCI slot.

And if there is NO such modem in a PCI slot, then you've got a faulty motherboard and it probably will need replacement. But of course, try to reinstall Windows first. The cryptic clues you're receving from the computer could have a few different causes.

This post indicates you are able to boot to windows. (device drivers installed?) Ask this you nuked the hdd.

Did the system boot properly after the re-install of XP? Or is this a new development?

Download KNOPPIX, disconnect all devices except video, mouse, KB, and optical device, re-set PCI settings in BIOS. Boot from the Knoppix CD, this should tell us if your MB is damaged or you have a corrupt Windows install.

I stated in my first post that I could boot windows with the IRQs set to reserved...and this has not changed? The only new "clues" I have added is the error messages I'm getting.
