Problem with VLC Media Player

I'm a new user of VLC Media Player 0.8.6d. My PC configuration is Intel Core 2 Duo, 1 GB RAM, NVIDIA 6200 TurboCache Graphics Card, ASUS 16x DVD Writer, and OS is Windows XP SP 2. It is a clone PC.

I've seen DVD movies in other media players such as jetAudio Basic, Nero ShowTime, J River Media Center etc. These media players do not spin the DVD disc in maximum possible speed when watching a movie. But VLC Media Player does. It is annoying to hear spinning noise. Also, may be because of this, frame drops occur several times. These problems never occur for other DVD movie players. Is there any settings that would make VLC not to spin the disc in maximum speed while watching a movie?
