problem with (u)sim card

hi!
a friend of mine has bought a starter from T-Mobile and when he puts the card in and turn phone on its says '' u sim card not activated '' and there goes a question: can i activate it without paying anything?
i read that i need to wait about 48 h and it will activate it self but there was also wrote that i could make a calls and everything would work normally but it doesn't. The moment i click on the green bottom to make a call it says that only alarm phone calls.
waiting for help with fixing my problem.

The starter kit I know of needs activation. It only contains the card but not service.

If your sim card is not activated then you have to contact your customer care to activate your sim card.
