Problem with Toshiba External USB 3 Hard Drive

This is really strange, I have this Toshiba External USB 3 Hard Drive that is 1TB in size that just won't optimize.
I have tried to on two different Windows 10 computers, and same thing happens on both.
It will go through the optimization process and then it just stops and the fragmentation is worse (higher percentage of fragmentation) and is says "Needs Optimization".
I am in the process of moving files off of the drive so I can hopefully get it to optimize.
Moving files, I did come across files that needed to be renamed because there name was too long for the destination drive. I thought that might have been what was preventing the optimization, but no such luck. After those files were moved, I tried the optimization and same result.
Has this happened to anyone else?
Any suggestions on something else I could try?

I'd stop optimizing.

While you can try another defragger, the game should be minuscule compared to the time you put into this. Use and enjoy?
