problem with older computer

Hi all....I just set up an old computer I picked up cheap.....NEC 8000 Series....this old workhorse was networked.....OS Windows 98.....IE as the browser (which I hate)....MSN as the default.....the problem is when I download another browser, or try to change any default parameters..... upon restart, the previous defaults reappear and the new ones disappear.....What can I do to fix this

This LINK has possible solutions which states "Don't click Use Default button"

Its been a long time since I used SPYBOT,but I believe there is a prevent home page from changing feature.

If it was me.
After I verified the machine kind of worked.

Partition
Format
Load w98
Load mobo drivers
Load device drivers
Visit winupd
Load my apps.

Now I know where I'm starting from....nice and clean.
