No make/model/urls also known as DETAILS that could tell what's up.
But here's my guess.
1. The BIOS is out of date.
2. The new sticks are incompatible.
3. You have RDRAM and didn't put in the CRIMMS.
4. The new sticks have a defect.

Hope someone can help! I upgraded the Rambus RAM on my system (Pentium 4 1400mhz Windows ME, 2 x 64mb RAM) about 18 months ago by adding 2 x PC800 128mb modules, this worked fine with no problems. So I decided to upgrade again, this time with 2 x 256mb sticks. I checked on-line to see if I would be OK adding this much RAM to work on an ME sytem, and found references that suggested it would be OK so long as I altered V-cache settings. I installed the RAM in place of the original two sticks, and everything worked fine for about a week with the full amount registering. Then one time I booted up the memory reverted to 247mb (presumably the 2 x 128mb sticks). I have since found that by swapping the modules around in the slots, I can get whichever modules are in the first two slots to register (the first two on the left towards the back of the tower case). I did see all four sticks register once since, only to revert back to the two again next time I swithced on. So now I have got 503mb registered which is workable, but I would like to be able to use all four modules. Anybody any ideas please?
