It will install the OS back onto the iPhone.

Just as a matter of interest, where is the button that says "Erase iPhone"?

Assuming you're in the USA, is this the original AT&T Simcard used on an original AT&T phone? Then AT&T customer service should be able to help you overcome this issue.

Or was it simlock free? Then factory settings might include applying the original simlock again?
So please tell more about the phone and its history.

The phone is locked to ATT. You need to follow the instructions below, which are *not* illegal, contrary to what sometimes has been issued as some sort of mantra. Just don't come back with questions, use google for that.
