Problem with hard drive when upgrading from Windows ME

I NEEP HELP!!!

I purchased the upgrade to Windows Visa Home Premium, and I backed up all of my programs because I want to install with minimal problems. However, I am having problems. I purchased a new hard drive (250G) and I am attempting to reload my operating systems again. I have the full version of Windows ME, and the upgrades of XP and Vusta. My goal was to load ME and upgrade them to XP, and finally to Vista. Now, my problem....Windows ME will not let me use the full volume of my hard drive. I can only use 137G. Anyone know how I can get around this???
