I just tried setting the internet options > privacy cookies slider to low, but that didn't work. Is this at my end or is it a problem with google?

For about 2 weeks now I?ve been unable to get google to save my preferences.
I?ve made sure that my browser is set to accept cookies, as instructed by google:
*internet options > privacy: slider set to medium
*internet options > privacy > edit: I?ve set it up to always allow google (copied the exact URL of the google preferences page in, & set it to allow)
*internet options > privacy > edit: I removed it from the managed websites list (this seemed to sort it for a few minutes, but then the preferences had reverted to default again)
I?m wondering if it?s one of the anti-spyware programs causing it. I?ve gone through them all & set any instances of google to ?allow?, but it?s still not sorted.
I?m stumped! (stuck, for none UK readers).
