When XP measured the CPU speed, the CPU was running slower to use less power.
Go install SpeedSwitchXP to lock it into the high speed, measure it and then set it back to dynamic. http://www.google.com/search?hl=en&q=speedswitchxp&btnG=Google+Search

I have dell Inspiron 1525 laptop. I have both XP and Vista (32 bit versions)
running on it. My problem is that in XP when I see the General tab in the
System Properties under 'Computer:' I see
Inter(R) Core(TM)2 Duo CPU T8100 @ 2.10 GHz, 795 Mhz, 2.99 GB of RAM.
Why is my 1 core's clock Speed set to 795Mhz instead of 2.10Ghz ?? This does
not always happen, some times when I see the properties I am able to see both
of them 2.10Ghz. Why is there an inconsistency?? I have not enabled any Power
saving features and even when working on AC power I get the same problem.
But no such problems with VISTA.
Please Help me.
